Amended version ‘Regeling Energie Vervoer’

On 23 December 2021, an amended version was published of the ‘Regeling Energie Vervoer’. This new version provides for the issuance by the Dutch Emissions Authority of ‘hernieuwbare brandstofeenheden’ (renewable fuel units, or HBEs) for supply of electricity and hydrogen to the transport sector. In order to receive HBEs for these energy carriers, guarantees of origin (GOs) will have to be cancelled.

At the moment, however, it is not yet possible to cancel GOs and receive HBEs for supply of electricity and hydrogen to the transport sector. Vertogas and CertiQ are working on the implementation of the 'Regeling Energie Vervoer'. To enable the use of GOs (for electricity and hydrogen) for the transport sector as soon as possible, the implementation will be in two steps. Intermediate, provisionary measures will enable as soon as possible the issuance of HBEs by Nea (step 1). Additional research must be carried out in consultation with the entire chain from energy producer to the user of HBEs, to come to a structural, definitive solution (step 2).
